The principal role of the Development Services department is to conduct reviews of site development plans, subdivision plats, zoning map and text amendments, special use requests, and other current and future planning-related activities. Development Services staff serves the Planning Commission (MPC Board), as well as the Chatham County Zoning Board of Appeals and the City of Savannah Zoning Board of Appeals.

Additionally, staff is available to assist the development community and the general public in a pre-application advisory role. Questions regarding the application process for various reviews and how reviews are administered can be addressed to the department.


The City of Savannah has migrated the Zoning Ordinance to a new platform called enCodePlus. This service allows users to easily navigate the zoning code of the City of Savannah and it features a number of quick reference guides, tools, maps and intuitive search features. Access this zoning code and the enCodePlus suite of features.
