MPO Federal Certification Review Process

Every four years the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) conduct a review of the metropolitan transportation planning process within each Transportation Management Area (TMA – an MPO with a population of more than 200,000) to certify that the MPO conducts the comprehensive, cooperative, and continuing transportation planning process in adherence with federal statutes and regulations.


The CORE MPO completed its last federal certification review in FY 2021 and received its federal certification on March 31, 2021. No corrective actions were identified and the CORE MPO’s planning process has been certified for another four years. The MPO received several commendations for work which can be considered a national best practice. Several recommendations were also made to strengthen certain aspects of the MPO’s work.   Current Certification


In FY 2025, CORE MPO will go through another round of federal certification review. The review serves as an opportunity to identify challenges, successes and experiences of the CORE MPO.


The certification review includes the following primary sequential activities:

  1. Advance review of planning documents and other materials
  2. Site visit with staff - Tuesday, October 29th - Wednesday, October 30th
  3. Meeting with policy officials - October 30, 2024
  4. Public meeting
